executive director elected chair of state board
Youngstown –
Neil Kennedy Recovery Clinic (NKRC) executive director Jerry
Carter was elected recently to the office of chairman of the Ohio Chemical
Dependency Professionals (OCDP) Board. The board comprises 13 members.
Twelve are appointed by the Governor; the 13th is a designee from ODADAS (Ohio
Department of Alcohol and Drug Addiction Services) and serves as an ex-officio
member. Among the Licensure Board's responsibilities are the regulation of
the licensure and certification process, issuance and renewal of licenses and
certificates, and investigation of ethical complaints.
A graduate of
the University of Pittsburgh, Carter has been a chemical
dependency treatment professional for 36 years. He has been the executive
director of NKRC since 1977. He is active in numerous professional
organizations and is on the faculty of Youngstown State University where he
teaches master's-level courses in chemical dependency counseling. He resides
with his wife in Youngstown.
Tom Davis, chairman of the
NKRC board of directors, said that NKRC has helped thousands of individuals
with addiction-related problems as a result of the leadership and experience
Carter has provided for nearly 30 years. “His election to the chair of the
OCDP board is a testament to his abilities. The NKRC board is both proud and
excited that Jerry has been recognized for his accomplishments to the
profession,” added Davis.
NKRC is the country’s first
freestanding drug and alcohol treatment facility, founded in 1946 in
Youngstown, Ohio. In recent years, NKRC opened outpatient programs in
Austintown and Howland to make treatment more convenient and accessible for
those in need. NKRC affiliated with Gateway Rehabilitation Center,
headquartered in Center Township (Beaver County), PA in 1999, and together
have provided quality and compassionate care for thousands of adults, youth,
and families struggling with alcohol and other drug problems. NKRC is
celebrating its 60th anniversary of service this year.
